Mary Kargbo

President & Chief Executive Officer

Mary joined the Berks Community Health Center (BCHC) on October 1st 2012. She has forty-seven years’ experience in health care, most of which is in hospital care as a senior executive. Mary has an extensive experience working with underserved and uninsured populations. As a Chief Operating Officer at Medina Memorial Health Care System, she worked with the local rural health center to provide care to the uninsured. This included partnering with them for community events and education through the hospital’s outreach program. Following eighteen years tenure she moved to Sheehan Memorial Hospital as President/CEO. An inner-city hospital, Sheehan Memorial served mostly the uninsured and underinsured of the city of Buffalo. There she collaborated with many organizations, third party payers and agencies to provide outreach services and education to the population.

Mary has served on a number of not-for-profit boards over the past twenty years. She has been recognized and awarded as a community leader several times. During her 7- year tenure at BCHC, she has increased the services, and she has expanded the services to a total of four sites within the City of Reading offering multidiscipline services. She has also led BCHC to become a Joint Commission Accredited Health Center for Ambulatory care and certified BCHC as a Primary Care Medical Home.  Mary is fluent in English, Nyanja and Yao.

Chief Medical Officer

Dr. Karen Wang is the chief medical officer at BCHC.  Joining BCHC in 2019, Wang previously served as the Director of Pediatric Services.  A graduate of The Pennsylvania State University, Dr. Wang received her MD from the Boston University School of Medicine, where she was honored with the Stephen R. Preblud Memorial Award for top pediatric academic performance in her graduating class. She did her Pediatric internship and residency at the Tufts University-New England Medical Center’s Floating Hospital for Children. After working in private practice and as a school physician, she was most recently a Pediatrician at the Children’s Health Center of Reading Hospital.  Dr. Wang serves as Co-Chair and Advocacy Committee member of the American Academy of Pediatrics, Pennsylvania Chapter. She has co-authored several articles including “Implementing Centering Parenting Model with an Urban Pediatric Population to Measure and Improve Clinical Outcomes and Parent Satisfaction” in the Journal of Pediatric Health Care.  Dr. Wang’s commitment to the community is evident in her volunteer efforts as a Board Member of the United Way of Berks County; Board member of VoiceUp Berks and past United Way of Berks County Ready Set Read Board member.

Chief Dental Officer

Dr. Malini Moni joined BCHC as Chief Dental Officer in 2018. Dr. Moni brings extensive clinical and research experience in dentistry and public health to her role at BCHC. She earned her bachelor’s degree in dental surgery at the Tamilnadu Dr.M.G.R. Medical University, and also achieved her master’s degree in Epidemiology and Biostatistics, in which she examined barriers to health-seeking behavior for oral health problems. Dr. Moni subsequently worked in private dental practice in her native India. She completed a post-doctoral fellowship at the Johns Hopkins School of Public Health, and an interdisciplinary post-doctoral fellowship in Dentistry and Rheumatology at the Johns Hopkins School of Medicine. She earned her DDS from the University of Minnesota. Dr. Moni specializes in interdisciplinary dentistry focusing on systemic diseases and oral health. Her focus is on alleviating oral health diseases with patients with diabetes, hypertension and cardiovascular disease.  Dr Moni has been instrumental in identifying and formulating strategies towards planning and execution of a comprehensive program of preventive dentistry. She plays an active role in medical-dental integration here at BCHC. Dr. Moni speaks English, Hindi , and Tamil fluently.

James Toth

James A. Toth, MBA, BSN, RN, FACHE, is a seasoned healthcare executive with extensive experience leading clinical and operational excellence across various healthcare organizations. As Chief Operating Officer, he is responsible for advancing patient-centered care, strengthening operational performance, and supporting strategic growth. Jim joined BCHC in 2024 as Director of Operations where he demonstrated his proven track record of improving access, safety, and efficiency through collaborative leadership and data-driven decision-making. He began his career as a registered nurse before moving into administrative positions. As a Fellow of the American College of Healthcare Executives he has experience overseeing cardiovascular, transplant, and multispecialty services in large health systems and community organizations. His work has included launching new clinical programs, leading major facility expansions, improving patient satisfaction, and achieving significant financial and operational outcomes.

Chief Financial Officer

Andrew Laskowski joined BCHC in January 2026. A graduate of Rutgers University, School of Business – Camden, with a bachelor’s degree in Accounting, Andrew has 25 years of fiscal experience working with non-profits. His most recent achievement was working with a West Virginia FQHC, where he assisted with the expansion of 5 locations, while increasing service lines of revenue. Andrew’s expertise includes proven results in executive management, budgeting, financial analysis, and strategic planning. As Chief Financial Officer of BCHC, Andrew serves as its primary financial steward, ensuring the placement of internal controls, cost and revenue efficiencies, transparent financial reporting, and year-over-year growth of net assets. He maintains that it is a privilege and honor to serve others and is proud to be a part of the BCHC organization. Andrew has served on several not-for-profit boards and continues to avail himself of serving on future boards.

Chief Community Relations Officer

Deborah Hartranft is the Chief Community Relations Officer at Berks Community Health Center (BCHC) and brings an extensive background in marketing and development. Prior to joining BCHC, she served as Vice President of Marketing and Development at The Children’s Home of Reading and Vice President of Marketing at Reading Truck Body. She joined BCHC in 2016 as Director of Development and has advanced into her current executive leadership role through expanded responsibility and demonstrated results.

In her role as Chief Community Relations Officer, Deborah leads strategies that strengthen engagement with key stakeholders, including patients, community members, board members, donors, government officials, and staff. She oversees BCHC’s Social Determinants of Health initiatives and launched the Community Health Worker program, which focuses on education, outreach, and connecting community members with resources to support wellness.

Deborah also established BCHC’s Advocacy program and is nearing designation as an Advocacy Center of Excellence (ACE) through the National Association of Community Health Centers (NACHC). She regularly engages with legislators and represents BCHC at advocacy events in Harrisburg and Washington, DC, ensuring policymakers are well informed about the needs of the communities BCHC serves. In addition, Deborah writes, implements, and manages a wide range of federal and state grants that support BCHC’s mission and long-term growth.

Isaiah Adio

Chief Information Officer

Dr. Isaiah Adio is the Chief Information Officer (CIO) at BCHC. In this role, he is responsible for aligning information technology with the organization’s business strategy and managing the IT infrastructure at BCHC. His duties include overseeing the digital strategy, modernization efforts, and technological innovation, all aimed at supporting the center’s goals and fulfilling its mission and vision. Additionally, Dr. Adio supervises several critical technology functions within the organization. This encompasses ensuring the security of our information systems through effective cybersecurity measures and managing the IT networking infrastructure to facilitate seamless communication and connectivity.

He also manages the telephone systems to ensure reliable communication across the organization and oversees application systems, with a particular focus on electronic health record (EHR) systems and data analytics, to enhance patient care and administrative efficiency. His role extends to leading IT teams, fostering their development and collaboration, as well as coordinating with IT vendors to ensure the delivery of high-quality services and solutions that align with the organization’s objectives.

Dr. Isaiah Adio brings over 25 years of experience in managing information technology operations and strategic initiatives. Prior to his current position, he held several leadership roles, including Chief of IT Procurement at the Commonwealth of Pennsylvania’s Department of General Services, Director of Information Technology at the Children’s Home of Reading, and Assistant Vice President/Software Developer/Business Analyst at Santander Bank. He also served as a Network and Security Administrator at Miller-Keystone Blood Center, an ERP Project Manager at Ovation Pharmaceutical, and a Budget Analyst & Systems Administrator for the United States Department of Commerce (Foreign Service).

Dr. Isaiah Adio holds a Doctor of Business Administration degree from California Southern University. He also has a master’s degree in information systems from Minot State University in North Dakota and a bachelor’s degree in computer science. Additionally, Dr. Adio has obtained several professional IT certifications. Since relocating to Pennsylvania in 2004, he and his wife, Olayemi, have raised three children together. Dr. Adio is committed to his community through his volunteer work as the Chair of the Board of Directors for Open Door International Inc. in Reading, Pennsylvania, and as the Parish Pastor of the Redeemed Christian Church of God, also located in Reading.

Junelle A. Jacob brings over a decade of experience in human resources management to her role as Chief Human Resources Officer. She joined BCHC in 2022 as Director of Human Resources after previous experience at ProMedica Skilled Nursing & Rehabilitation, Reading Hospital Tower Health, Pediatric Specialty Care & Elderwood Senior Living, and Open Systems Healthcare. Junelle is committed to fostering a workplace environment that emphasizes respect, quality, and integrity.

Junelle’s educational background includes a Bachelor’s degree in Human Resources Management and Healthcare Administration and an Associate degree in Business Administration. She completed her Master’s in Business Administration at Alvernia University in 2026. Junelle is an active member of the Berks County Chapter of the Society for Human Resource Management (SHRM), staying up to date on industry best practices and innovations.
